EXECUTIVE MANAGEMENT OPPORTUNITIES!
Waipa District Council (based in Te Awamutu and Cambridge) is focused on improving the way it meets community needs and enhancing how its services are delivered within a business excellence culture. These new Group Manager (GM) roles, which report to the Chief Executive and form part of a new Executive Team, have been created to support this strategy.
Their key accountabilities will be to build high performance teams with an organisational wide view, and to ensure clear alignment and cost effective delivery of services. The new GMs will also be expected to support the new CLEAR organisational principles that focus on the Customer, Leadership, Excellence, Accountability and Results.
Key common attributes sought for these roles includes proven effective organisation and team leadership, coaching and development, strategic thinking and planning abilities, matched with the ability to consistently deliver agreed outcomes. Highly effective communication and interpersonal skills, along with previous senior management experience in local or central government are highly desirable.

GROUP MANAGER PLANNING & COMMUNITY RELATIONS • Integrated Planning • Community & Customer Focus
The GM Planning & Community Relations is accountable for leading integrated planning and development, and customer and community engagement. This new Group brings together all elements of planning (including Asset Management Planning), the important regulatory area to support District development and the community facing services of Council.
Bringing together this new combination of diverse but linked activities will represent an exciting challenge to build cross organisational collaboration. It is the Group where strategy is led from, but will have iwi liaison, customer support, communications and marketing functions as part of the team.
Specific attributes sought for this position includes previous experience in a senior planning related management role, a practical understanding of the Local Government and Resource Management Acts, and proven experience in working and consulting with key stakeholders and community groups, including iwi. A relevant qualification in planning or equivalent is essential.
This role will appeal to a senior manager wanting to help shape the development of a growing District.

GROUP MANAGER SERVICE DELIVERY • Chief Operating Officer • Integrated Asset Management • Water, Roading Corridor & Community Facilities
The GM Service Delivery or Chief Operating Offi cer will have a strategic focus on ensuring that the provision of infrastructure services and recreational facilities supports the District Growth strategy. The group will also ensure that the District’s assets are well maintained and that coordinated planning ensures effective capital development. A key objective for the GM Service Delivery will be to ensure customer focused service delivery and integrated sustainable asset management, in what will be the organisation’s largest operational group. In this Group, the new roading corridor unit broadens the focus to include below ground services, while the water services covers the core areas of storm water, waste water and water treatment. Community facilities includes libraries and museums, parks and reserves and all Council properties. Ensuring a common business focus, while retaining the unique requirements of each service will be an important objective. Specific attributes sought for this position include previous experience in a senior operational management role, ideally in asset management or related areas, strategic leadership and strong commercial skills and experience are also critical for this role. A relevant qualification in engineering or equivalent is essential.

GROUP MANAGER BUSINESS SUPPORT • CFO • Finance, Information Management & Governance/Corporate Support
The GM Business Support/CFO will be the organisation’s and Council’s principal financial advisor, and will lead a team whose focus will be to partner with other groups to support effective decision making and efficient service delivery. This will be the group where all Council information will be managed from, and where organisational legal support requirements will be coordinated and sourced. Business support will be a resource for enabling the other two groups to perform at their optimum. Specific attributes sought for this position include previous experience in a CFO or equivalent senior finance role. Attention to detail, accuracy, timeliness, planning and organisational abilities are essential. A relevant qualification in accounting and membership of the NZICA is essential.
This group will provide the foundation for organisational decision making, and the GM will play an influential role in supporting Council and the Executive’s thinking on financial matters.
