CE confirms council organisation structure

Waipa District Council’s Chief Executive Garry Dyet announced the new organisation structure to staff on Thursday 10 December.  The announcement followed the completion of a review which has been underway since September. 
The review process which provided for staff feedback and input at each stage was guided by a set of objectives:
• More effective community partnerships and community-focused decision making
• Clear leadership, focusing on accountability
• Improving the quality of services and operating with an increased commercial focus
• Increased efficiency, including minimising the use of consultants

The environment in which local government operates is changing, and it is essential the organisation adapts so it can continue to deliver the best possible value and quality of services to our community and customers.

In announcing the final structure Mr Dyet thanked the staff for the extensive feedback provided throughout the process.  “The final structure has been shaped by the views of staff, and I have been particularly pleased with the quality of the ideas put forward”.
The review has resulted in a streamlined management structure with a reduction in the number of middle/senior management positions from 27 to 16.  There will be three groups, each managed by a Group Manager:
• Planning and Community Relations (Planning and regulation, strategy, infrastructure development and community relations)
• Service Delivery (Management of infrastructure, and utility and community services)
• Business Support (Finance, information and legal)

The new structure results in the disestablishment of 18 positions although three of these positions were vacant with 13 new positions created. 
“Throughout this process I have been mindful of the impact on our people and we have and will continue to work with affected staff to maximise their options within the organisation,” Mr Dyet said.

The new structure will take effect from 1 February 2010.
