Prudent Plan for District

Balancing external cost pressures while continuing to provide a high level of service delivery and infrastructure is the key theme behind Waipa District Council’s 2010/11 Annual Plan.

The draft plan, which will be released for public comment on March 15, signals a rates increase of 5.2% for the upcoming year.

Mayor Alan Livingston acknowledges the proposed increase is higher than Council would like, but external pressures – reduced revenue from development contributions, increased depreciation requirements and funding commitments for projects completed or well underway like the Cambridge Community Gymnasium, Leamington Main Street Upgrade, Karapiro Development, Heart of Te Awamutu project and the Waipa District Plan review – are driving the rate levels for the coming year.

“Council’s works programmes and costs have been completely reviewed during the current year, with debt levels and operating costs now significantly lower than the levels indicated in the 10-year Plan, but these external factors are something Council just has to accommodate” says Mayor Livingston.

“Council believes the draft Plan reflects the most prudent approach given the circumstances without compromising the required high level of service delivery and infrastructure.”

The proposed rate levels for 2010/11 mean urban ratepayers can expect to pay, on average, an additional $2.00 per week, while for rural properties an additional $6.00 per week.

Submissions on the draft Annual Plan need to be lodged with Council by Monday 19 April 2010. The following public meetings have been arranged:
