Council Announces Recycling Contractor

Waipa District Council has confirmed Streetsmart Limited as the contractor to provide an urban and rural kerbside recycling service to the Waipa District beginning in 2007. The contract is for a period of three years, with right of renewal after that.

Group manager policy and strategy Ross McNeil says Streetsmart, an experienced operator providing recycling collection services to more than 400,000 households nationally, submitted the strongest proposal.

“Our evaluation process measured all tenders against a range of criteria to ensure the contract was not only price competitive but delivered a quality service. Overall, Streetsmart’s proposal was the best received.”

Ross says it became very clear during the tendering process that offering a kerbside collection was the best way of providing recycling services to rural areas, meaning a more consistent approach to recycling District-wide.

“In the experience of Streetsmart and other companies that tendered for the contract, a collection service would be of a higher quality and more cost effective, even though the distances between homes are considerably greater than in an urban setting.”

Urban collection for 10,800 homes is scheduled to begin early March, while rural collection (up to 5000 households) will be from July. Details on the service, such as what will be collected and collection days, will be confirmed in the new year, with information and recycling bins to be delivered to each household prior to the collections starting.

Ross says it is pleasing to be at the end of the process of setting up a recycling service that will meet the needs – and wants – of Waipa residents.

“This is one of the most anticipated new services from Council for some time. While we have a lot of work to do over the next few months to set up the system and inform residents on how to get the most out of the kerbside recycling service, I am confident that given the level of community expectation we will have no trouble encouraging residents to use it.”
