Special votes are available to all electors:
- Whose names do not appear on the final Electoral Roll, but who qualify as electors
- Who did not receive a voting document previously posted to them
- Who spoiled or damaged a voting document previously posted to them
- Whose names do not appear on the Unpublished roll
Special votes require the completion of a statutory declaration.
If an elector requests a special vote and is not on the parliamentary roll (e.g. they turned 18 after the preliminary Electoral Roll closed), the person must enrol by the Friday prior to the close of voting.
To vote in a local body election, you need to be enrolled. You are eligible to enrol if you:
- Are 18 years of age or older
- Are a new Zealand citizen or permanent resident
- Have lived in New Zealand, continuously, at any time for one year or more
- Have lived at your current address for more than one month
- Are a non resident ratepayer who has applied for enrolment on the ratepayer roll
- Are resident outside of the Waipa District and have been nominated by a firm, company, corporation or society paying rates on a property in the Waipa District
All parliamentary electors are automatically enrolled on the local body residential electoral roll at the address where they live.
If your name is not on the residential roll, or you wish to change your address details on the roll you should:
- Complete the appropriate form at any post shop
- Phone 0800ENROLNOW (0800 367 656)
- Go to the Electoral Enrolment Centre Website www.elections.org.nz
If you are on the parliamentary roll in one area and pay rates on a property in another, you may be eligible to apply for enrolment on the non-resident ratepayer roll (for the property for which you pay rates but don’t reside).
Companies, organisations, or societies paying rates on a property may nominate one of its members or officers as a ratepayer elector (provided that both the person nominating and the nominee live outside the area).
Ratepayer roll enrolment forms are available at council offices or from the Electoral officer (0800 924 732).
To change your details on the ratepayer roll contact the Electoral Officer.
The roll will be available for inspection from Friday 27 July to Friday 24 August 2007. You can check if your name and details are correct by checking the roll at the Electoral Office – 101 Bank Street Te Awamutu. Viewing is also available at:

- All Waipa Council District libraries
- All post Shops within the Waipa District
