The 10-Year Plan sets the direction for the district and is formally reviewed and updated every three years.

Annual Plan

An Annual Plan is produced in the two intervening years between each 10-Year Plan and outlines any key changes Council has made to the 10-Year Plan.

Annual Report

Each year we publish an Annual Report, which contains the audited accounts for the past financial year and compares achievements against the financial and non-financial performance measures set out in the Annual Plan or the 10-Year plan.

Annual Resident’s Survey

Each year we check in with our community to see how satisfied residents and ratepayers are with their council's performance.

This year an independent research company Key Research conducted a telephone survey targeting 400 Waipa residents picked at random. The survey measured how satisfied residents were with the council's performance and identified areas for improvement. 

Development and Subdivision Manual

The Waipa District Development and Subdivision Manual is part of a new integrated approach to development and subdivision within the Waipa District.

Waipa District Plan (part Operative)​

The Waipa District Plan contains guidance and rules about how you can use and develop your land.

Fees and Charges

Our Fees and Charges are reviewed annually and updated when required to better reflect the true cost of providing services, as per Council’s Revenue and Financing Policy.

Financial Strategy

The Financial Strategy is a key part of the 10-Year Plan 2015-2025 and it explains the financial background guiding Waipa’s plans for the next 30-Years.

Governance Statement

Our Governance Statement is a collection of information about the processes that we use to engage with the district’s residents. It outlines how we make decisions and shows how residents can influence those processes.

Infrastructure Strategy

The 30-Year Infrastructure Strategy covers issues around the district’s water supply, wastewater, stormwater drainage, and roads and footpaths.

Integrated Transport Strategy

The Waipa Integrated Transport Strategy sets out the direction for our transport system over the next 30 years. It has the vision of ‘People and freight in Waipa having access to an affordable, integrated, safe, responsive and sustainable transport system that supports community aspirations’.

This strategy is aligned with other strategies which Council has adopted that have economic, social and environmental outcomes for the district that will guide transport infrastructure investment. 

Iwi Environment and Management Plans

We have developed a policy and structure with Māori to facilitate greater participation in our decision-making processes.

Pre-Election Report

The Pre-election report provides an outline of Council's planned major projects and spending for the next three years and encourages informed discussion ahead of the October 2016 local elections. 

Remuneration Authority​

​​Under the Local Government Act, the Remuneration Authority sets the base remuneration for all elected members of local authorities including community boards. 

Reserve Management Plans

The Waipa reserve management plans ensure that the usage, development, management and protection of reserves is consistent with the purpose for which the reserves have been classified.

Transport Procurement Strategy

The Transport Procurement Strategy for roading works is a document with the task of demonstrating how we will procure our roading programme whilst continuing to meet the requirements of the Land Transport Management Act 2003 (LTMA).

This strategy provides forward visibility of our roading work programme which enables consultant and contractor resources to be provided more effectively to meet the district’s needs.

Walking and Cycling Strategy

The Waipa Walking and Cycling Strategy sets out a range of initiatives which have been included in our 10-Year Plan, including a planned  cycleway between Te Awamutu and Kihikihi.

Waste Management and Minimisation

The Waste Management and Minimisation Plan describes how we currently manage our waste and how the Council believes we should be managing our waste in the future.
