Proposed Fees & Charges 2019/20

​Each year we review our fees and charges, which covers everything from dog registration fees to the cost of a resource or building consent.

Council uses fees and charges to recover the costs of delivering services with private benefits, full details of our funding mechanisms are covered in the Revenue and Financing Policy which we include in the 10-Year Plan.

Apart from a few minor changes, most of our fees and charges have remained unchanged. The Statement of Proposal includes details of a few adjustments we want your feedback on.

​Summary of proposed changes

Sections that have been removed:

  • Café, tables and chairs
    This is now under the “Permits under Waipa District Public Places Bylaw 2018” section.

  • Fire Control
    Due to legislation change, this fee is no longer required.

  • Tender Documents
    This fee was never charged by Council so it has been removed.

Building control fees

A number of fees have been increased approximately 5%. This fee adjustment is required to cover the increase in associated costs and technical processing requirements, as well as to help fund the AlphaOne software implementation project.

Dog registration and impounding fees

Fee increase has been limited in order to keep dog registration affordable.

Kerbside recycling

Fees have increased due to a change in contract which means new and larger wheelie bins.

Local Government and Official Information and Meetings Act 1987

No changes to fees under this section are proposed.

Permits under Waipa District Public Places Bylaw 2018

New fees are proposed for signs in public places as a result of the Bylaw review.

Property and lease charges

Fees have been increased to ensure recovery of Council officers’ time.

Registration of premises (Food/Health)

Fees have been increased to ensure recovery of Council officers’ time.

Regulatory - Other Fees and Charges

Fees have been increased to ensure recovery of Council officers’ time.

Resource management Fees and Charges

Fees have been increased to ensure recovery of Council officers’ time.

Stock droving and crossings

No changes to fees under this section are proposed.

Stock impound fees

Fees have been increased to ensure recovery of Council officers’ time.

Trade waste

Fees have been increased in line with inflation. The fee for permitted / controlled / special / tankered discharge has been reduced to account for administration costs only.  Audits will be charged for as they occur rather than as part of the fee.

Utility access requirements

Fees have changed to ensure recovery of Council officers’ time.​
