Proposed Private Plan Change 35: Te Awamutu Retail Centre
Proposed Private Plan Change 35 (PC35) seeks to amend the provisions of the Waipā District Plan for the Te Awamutu Large Format Retail Centre at 670 Cambridge Road, Te Awamutu. It also proposes to rezone the nearby land at 638 Cambridge Road from Medium Density Residential to Commercial Zone and to include this land as part of the centre.

What is Proposed Private Plan Change 35?
PC35 applies to land at 638 and 670 Cambridge Road, Te Awamutu as shown in figure 1 below.

PC35 seeks to amend the Operative Waipā District Plan as follows:
- Rezone 638 Cambridge Road (Lot 1 DPS 10271) from Medium Density Residential Zone to Commercial Zone and associated amendments to planning maps
- Amend Appendix S1 – Te Awamutu Growth Map to remove 638 Cambridge Road from the T11 Residential Growth Cell
- Replace the existing Appendix S6 – Te Awamutu Large Format Retail Site Plan with the revised plan shown in figure 2 below
- Amend performance standards and assessment criteria within sections 6 (commercial zone) and 21 (assessment criteria and information requirements).

Frequently asked questions
Didn’t the government change the Resource Management Act (RMA) to stop notification of changes to district plans?
Yes, in August 2025, there was a change to the RMA that stopped councils from notifying plan changes they initiated. However, this doesn’t apply to PC35 because it’s a private plan change request that wasn’t initiated by Waipā District Council.
