Remediation of former Tokanui Hospital site and landfill upgrade

Background

SLR Consulting NZ, on behalf of Toitū Te Whenua Land Information New Zealand, has applied for resource consent under the Waipā District Plan. Two resource consent applications have been made, and have been limited notification to mana whenua.

The applications include:

  • Carrying out below ground works for the remediation of the former Tokanui Hospital site
  • Temporarily reopening a closed landfill to dispose of soil with low to medium contamination levels.

The Tokanui Hospital site is listed on the Hazardous Activities and Industries List (HAIL). Under the National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health (NESCS), consent is required to ensure soil disturbance is managed safely to protect human health.

The site of the former Tokanui Hospital is included in the Ngāti Maniapoto Deed of Settlement as a deferred selection property. This gives the iwi the right to purchase it at a predetermined value. Toitū Te Whenua Land Information New Zealand is the government agency managing this process on behalf of the Crown.

After works are completed, the site will be offered to the Ngāti Maniapoto post-settlement governance entity, Te Nehenehenui Trust, for purchase.

Commissioners decision

Independent commissioners Dr Phil Mitchell, Dr Jim Cooke, and Ms Poto Davies have made their decision on the resource consent applications for the former Tokanui Hospital site. They have granted consent. You can access the full decision here: Commissioners' decision on resource consent application (PDF, 2.1MB).

Those involved in the hearing may lodge an appeal with the Environment Court, as set out in Sections 120 and 121 and in Form 7 of the Resource Management Act and the Regulations.
